libra publish (removed)

Historical read-only site-publishing command; use `libra cloud` for repository backup

The top-level libra publish command and its read-only Cloudflare site host have been removed.

Use libra cloud to back up or restore a repository. It does not publish a website. To clone a repository, use a normal remote URL.
